The Pirates Of Atlantis
The plains and fields of Sakasia would make superb land for farming… if the Sakasians were farmers. Unfortunately they’re a semi-nomadic people whose culture revolves around two things: herding a horned sheep called a corun; and raiding other Sakasians and other peoples to steal their goods. Repeated attempts by the Atlanteans to pacify the Sakasians as they did the Regnarians and Truscorans have only partly succeeded.
The Sakasians acknowledge Atlantean rule… as long as there’s an Atlantean army in the vicinity. Once the army leaves they return to their ancient ways. On several occasions the Atlanteans have arrived in force and slaughtered thousands of Sakasians to force them to obey, and it usually works for a decade or two. Then the Sakasians go back to raiding.
The Atlanteans have never found the right man to make prince over the Sakasians, so instead they have appointed an administrator: Menessipus, an Atlantean noble with the blood of Ampheres in his veins. No one’s quite sure why Menessipus, a minor wizard and skilled dramatist, was given such a thankless assignment, but whatever the reason he strives to do his best to civilize the Sakasians. He’s pretty sure he’ll die of old age before he succeeds.
